Function

The Assembly has a Presiding Member who is elected from among its members by at least two- thirds of all the members of the Assembly.  The Presiding Member leads the Assembly in its deliberations.  Heads of Decentralized departments take part in Assembly meetings to provide technical support and expert advice on issues being discussed.

The District Assembly as a legislative body is responsible for making bye-laws to guide their activities in their area of authority.  Every bye-law made by the District Assembly must be submitted to the Minister for Local Government, Rural Development and Environment for approval through the Greater Accra Regional Coordinating Council.  A bye-law shall come into effect when it is approved and published in the Gazette.  A copy of every bye-law made by the District Assembly shall be deposited at the office of the
District Assembly and must be opened to public inspection without the payment of any fee, since the Assembly is designated the highest political, administrative, planning and rating authorities,
Section 10 (3) of Act 462 identifies Eighty-Eight functions of the Assembly and amongst these are;

Be responsible for the overall development of the district and to ensure the preparation and submission through the Regional Coordinating Council for the approval of the development plan to the NDPC and budget to the Minister for Finance for the district

Formulate and execute plans, programs and strategies for the effective mobilization of the resources necessary for the overall development of the district
Promote and support productive activity and social development in the district and remove any obstacles to initiative and development

Initiate programs for the development of basic infrastructure and provide municipal works and services in the district

Be responsible for the development, improvement and management of human settlements and the environment in the district

In cooperation with appropriate national and local security agencies, be responsible for the maintenance of security and public safety in the district

Ensure ready access to the courts and public tribunals in the district for the promotion of justice

Initiate, sponsor or carry out such studies as may be necessary for the discharge of any of the functions conferred by the Act or any other enactment
 Perform such other functions as may be provided for under any other enactment
