PROCEDURES AND SPECIFICATIONS FOR OUTDOOR ADVERTISEMENT
LOCAL GOVERNMENT ACT 1993, ACT 462 SECTION 64 (1) states that;
“Every person shall, before constructing a building or other structure or undertaking any work obtains a permit from the district planning authority which shall contain such conditions as the Metro Planning authority may consider necessary”.
The processes involved are, however, unclear and cumbersome leading to unnecessary delays in obtaining a permit.
This brochure provides specific information on the requirements and procedures which are specific to the Accra Metropolitan Assembly (AMA) to enable the developer obtain a building permit in a timely and efficient manner.
It is intended to serve as a practical guide, with clear and simple procedures to the customer / client and officials of the Accra Metropolitan Assembly to enhance transparency and trust in the building permitting system.
Procedures
1. AMA’s application forms in quadruplicate can be obtained from Accra Metropolitan Assembly Signage & Advertisement Unit, AMA Head Office, Accra free of charge.
2. Applications forms duly completed by registered advertisers / applicants shall be submitted to AMA Head Office for site inspection and consideration for approval by the Technician Committee.
3. Applicants are then expected to pay a prescribed fee including a processing to the Head Office and also procure an approved number plate.
4. Applicants would then have to mount the adverts under the supervision of an Officer of the Metropolitan Works Department and a sign-off.
5. Premium areas including overhead / footbridge may be leased exclusively to interested advertising companies.
6. All adverts within the confines of public transport terminals and recreational grounds such as train stations, airports, sport stadium, are to attract a lump sum free, subject to AMA’s Fee – fixing Resolution and Policy decision.
Distinction of Billboard Types
· First Party Signs - Owner of structure is being advertised. Structure usually on owners business premises
· Third Party Signs - Owner of structure advertising products and/or services of another party
Billboard Pricing
· Equitable Price using Square Meter pricing for all structure types
· Zonal reductions based on A-1 = 100%, A-2 = 80%, A-3 = 70%, B = 60%
· Expanded sizes
· International Airport Area with 20% ‘premium’ on A-1
· Established Standard Per Annum Price for One Sq Mtr of Advert Area Space of A-1, A-2, A-3, B (See Local Government Bulletin)
· Use this Standard for any items not specifically identified in Rate Sheet

SPECIFICATION OF ADVERTISING HARDWARE
Advertising Boards
· Specification of advertising billboards shall conform to Ghana Standard Board and AMA beautification specification, and shall be such size as may be set out and approved by AMA.
· For the purpose of conformity and uniformity of billboards, all billboard mounting shall be supervised and signed-off by AMA Works Engineer.
